Kaohsiung is an international harbor city that started as an industrial city. Since 2002, Kaohsiung has organized a biennial event with "Steel" as the theme, inviting artists worldwide and local creators to gather in this beautiful city. With steel as their common medium, they presented Kaohsiung's metal manufacturing, factory scenes, labor stories, and industrial cityscape, interpreting Kaohsiung's culture and vitality.

The 10th festival is different from the previous ones in the concept of "interaction". For example, steel industry operators and artists were invited to create works together, domestic and foreign artists were invited to conduct research on-site and communicate with the residents, and the public was given a greater sense of participation through tourist ships, performances, seminars, and outdoor creations. The curatorial team hoped not to divide art and design but to strike a perfect balance between humanistic aesthetics and industrial industry, presenting a brand-new vision with strength and flexibility.
